All Boot Devices are in brackets and disabled

Hiya.  This occurred sometime during the "upgrade" of my Dell Vostro 220s while trying to escape a blackscreen hole. I advanced from a blackscreen to a bluescreen in WIN 10 by changing my monitor and installing the Windows 10.iso file as recommended by MS.  The problem is, somewhere during the process of changing boot order while in the bluescreen, ALL of the devices were bracketed and therefore disabled. MS tech assistance stated this is a manufacturer issue and not a WIN10 one.  

How can I enable the CD/DVD option?  At this point I'd be happy to return to Win 7 by using my reinstallation DVD.
