Windows 10 won't recognize USB keyboard and mouse after Clean-Install / Reset (DELL VOSTRO 230)

I just upgraded my Dell Vostro 230 desktop to Win 10; it worked perfectly. 

However, due to limited disk space, I decided to to use the 'reset' feature in win 10 to clean out all my old OS files and other programs + junk, hoping to start afresh. This is when all things went wrong! 

The OS re-installed just fine, but on reaching the welcome screen (that let's you provide some details like location, language, etc), 

I realized that the new win10 re-install cannot recognize my USB keyboard and mouse! BIOS can recognize the USB devices, but when win10 loads, the USB devices cannot be recognized any more! The devices just go dark as soon as win10 starts loading. 

I had to re-install my old windows 7 in a new partition, so my non-functioning windows 10 is still present on my computer. 

Can anyone help me. I would love to try manually-copying the USB driver files from Windows 7 to the correct windows 10 folder. Any other advice will be highly appreciated. Thanks a lot.
