Dell Ins 7566 startup too slow

Hi everyone,

I got an error Event ID 100 in EventViewer. I'm using laptop Dell Ins 7566, win10 Pro ver 1703. I do clean boot, disable all services after hiding all Microsoft services, turn off all startup programs. In safe mode, maybe the issue has gone, no error in EventViewer. But, in normal mode, I occur this issue. May I know if it could be a conflict with a certain software or driver? 

Please give me some advice. Feel free to ask me if you need more information. Heri is error details:
