Dell OptiPlex 5050 blurred fonts

Hello,

I've just purchased a Dell OptiPlex 5050 to replace my aging Dimension 9150 - jumping from XP to W10 in one go!  The OptiPlex has an I5 7500 cpu, 8gb of ram and a 256 gb ssd and is a nice machine but the display is not very good...

The print on the desktop is not very sharp and I'm wondering if anyone here could give me some idea why this should be so, presumably there's an adjustment some where that needs tweaking.  Very obvious is the white lettering on background I get when I right click the Start button.  This lettering also has shadows or tails behind the words.

I've had a look around various settings but don't wish to tinker to much in case I cause problems - and the OptiPlex does not have a restore partition on the ssd...

Now I 'think' the desktop text may not have had this problem initially and I'm wondering if I've accidentally changed something though I have been pretty cautious.

A couple of things I have tried include adjusting the performance options in Visual Effects (system properties - settings) but there's precious little effect.  I've also turned on ClearType which was initially off. 

The system is usable but doesn't look very nice, text appearing to be generally fuzzy and lacking vibrancy.  I've tried the monitor with another computer and it's ok so it's obviously the OptiPlex.

Anyone here any ideas please?
