Dell Inspiron 3521 Laptop Computer

My hard drive failed with error code 2000:0142 and validation code 99930. When I plugged those numbers into the matrix at Dell.com/support it said the hard drive had a hard failure and needed to be replaced. I ordered and received a new like hard drive from Dell. I called 1-877-407-4513 for help as instructed on the packing slip. I was transferred six times after waiting on hold for several minutes several times. When I was transferred for the sixth time I was assured that this was the person who could and would help me. I gave this person the same information I gave all the others and she tried to tell me that I wasn't the owner of the computer. I bought this laptop at WalMart in 2013. I no longer have the telephone number under which the computer was registered because it was a land line that we disconnected. After getting this ownership straightened out I was again put on hold for several minutes several times. When she finally came back on the phone and I told her I needed help booting up and installing Windows 10 on the new hard drive I had purchased and received from Dell. She muttered something unintelligible as she had a thick India accent and was very hard to understand. When asked if she would please repeat, she hung up on me. Had it been a dropped call she had my call back number and should have called me right back, but I received no call. I think I will go the way so many of my friends have gone and never buy a Dell computer. I want service here in America provided by Americans whose English I can understand.
